About American Consumer & Investor Institute

ACIl’s mission is to advocate on behalf of the new generation of American consumers and investors for more choice and access to U.S. financial markets, products and services, including in the areas of consumer banking, securities and cryptocurrencies – all accompanied by robust financial education. ACII represents a new brand of consumer and investor advocacy.  Unlike other Washington trade groups, we won’t sway with the political winds.  Our north star will remain promoting free markets and more opportunities for consumers and investors to participate in the greatest economy on earth.

ACII believes that every American has the right to take part in our financial system to build a better future for themselves and their families.

While recent innovations and new technologies have expanded the number of Americans enjoying the benefits of the U.S. financial system, more can be done to expand access to investment opportunities that have, for too long, been accessible only to the wealthy.

  • According to a 2021 FDIC survey, nearly 20% of the adult population in the U.S. remains underbanked or unbanked (with higher rates among lower-income, less-educated, and minority households), and a recent Gallup poll found that nearly half of Americans reported owning no stocks at all.
  • The Fed also reports that the bottom 50% of households only hold 2.3% of total U.S. household wealth, while the top 1% of households hold over 1/3 of total U.S. household wealth.
  • Gig workers, part-time workers, and entrepreneurs are often excluded from the traditional benefits of our financial system, such as employer-provided retirement plans.

Leadership

Blaine Luetkemeyer, Chief Executive Officer

Blaine Luetkemeyer represented the 3rd Congressional District of Missouri in the United States House of Representatives from 2009 through 2024. In Congress, Luetkemeyer leveraged the knowledge and experience he gained as a community banker and bank examiner to protect consumers and financial institutions from regulatory overreach and promote access to markets for U.S. investors. Luetkemeyer also served as Vice-Chairman of the House Small Business Committee in the 117th Congress and was a member of the committee for 10 years. From 1999 to 2005, Luetkemeyer was a Missouri State Representative and served as Chairman of the Financial Services Committee. He was elected by his colleagues to serve as the House Republican Caucus Chairman. After leaving office, Luetkemeyer was appointed by Gov. Matt Blunt to serve as the Director of the Missouri Division of Tourism. Luetkemeyer is a lifelong farmer and was a community banker in Saint Elizabeth, Missouri prior to his career in public service. Luetkemeyer and his wife, Jackie, have three children and seven grandchildren.

Katie Boyd, President and Policy Director

Katie Boyd is a veteran communications strategist with nearly 20 years of experience in key policy fights, including more than a decade in House and Senate leadership offices. Katie served as Communications Director and Spokeswoman for U.S. Senator Roy Blunt (Mo.) as he led the Senate Committee on Rules and Administration, the Republican Policy Committee, the Senate Appropriations Subcommittee on Labor, Health and Human Services, Education, & Related Agencies, and served as Vice Chairman of the Senate Republican Conference. Prior to her time with Sen. Blunt, Katie served as Assistant Communications Director to House Speaker John Boehner (Ohio).

Katie returned to Capitol Hill in 2010 after working in public affairs advising clients in the energy and financial sectors. Katie began her career in the office of U.S. Senator Jon Kyl (Az.).
